Board ownership, freshness, and review reminders

Every board has an owner, usually the person who created it. The owner can transfer ownership with a request such as "@arialine make @person the owner". Ownership helps the right teammate review changes and receive reminders.
A freshness dot appears wherever the board is listed: green means current, yellow means proposals are pending or a review is due, and red means the owner marked the board stale. Owners can mark a board stale when its assumptions need attention or mark it reviewed after checking the current system.
Each board has a review rhythm, with a default of about two weeks. When a review is due, Arialine sends the owner a Slack DM summarizing what changed since the last review and provides a Mark reviewed action. Review status does not prevent edits; it is a signal for maintenance.
